Regarding the latter there is not considerable literature and I think that is one of the reasons for which the fundamental political changes in history, as the implosion soviet world, have taken us off guard. The General System Theory is a suitable methodology for to anticipate a possible ending. It is used here in its classic form to analyze the Argentine political system. The purpose of this paper is to draw attention to the system's functional problems that have not been resolved so far. A model that consists on the description of the composition (C), environment (E), structure (S) and mechanism (M) of the system will be constructed. The mechanism is the collection of processes that occur within a system and makes it change in any way. <![CDATA[Entre el ser y la vida: el concepto de natalidad en Hannah Arendt y la posibilidad de una ontología política]]> http://www.scielo.org.ar/scielo.php?script=sci_arttext&pid=S1853-19702011000100002&lng=es&nrm=iso&tlng=es Although Hannah Arendt's conception of natality was not properly addressed by her early readers, from the '90s to the present a consensus has been developed on the centrality of the category to the extent that -in some cases- specialists refer to Arendt's work as a "philosophy of natality". In this article -through the reconstruction of the genesis of the concept- we will trace the connections between her doctoral dissertation The Concept of Love in Saint Augustine and her later work and argue that the postulation of natality as "the central category of political, as distinguished from metaphysical, thought", sets the philosophical foundation of Arendt's commitment to a political ontology that understands men as plural and holds spontaneity and contingency as roots of freedom. <![CDATA[El proceso de atribución de responsabilidades en América Latina: un estudio sobre el voto económico entre 1996 y 2004]]> http://www.scielo.org.ar/scielo.php?script=sci_arttext&pid=S1853-19702011000100003&lng=es&nrm=iso&tlng=es Numerous economic reforms were implemented in many Latin American countries during the 1990s. The consequences of these reforms were: increases in unemployment and poverty, and stagnation of the social budget. In face of these negative results, the emergence of strong opposition from the citizens and the punishment at the polls of those politicians which had implemented such reforms, were predicted. Oddly enough, many of the presidents who implemented the reforms were reelected. What are the factors that account for the paradoxical electoral behavior of the voters? This article argues that institutional variables condition the process of accountability. Some political factors tend to affect the clarity in the process of responsibilities attributed to the government for economic outcomes. Political factors shape the electoral consequences of economic performance. It studies how different institutional designs have affected the attribution of government's responsibility for economic outcomes in Latin American countries in 1996, 2000 and 2004. <![CDATA[La función de los medios masivos de comunicación en la legitimación de las reformas de mercado: Consideraciones a partir del caso argentino durante el primer gobierno de Carlos Menem (1989-1995)]]> http://www.scielo.org.ar/scielo.php?script=sci_arttext&pid=S1853-19702011000100004&lng=es&nrm=iso&tlng=es In recent years the mass media have been increasing their power, to the point of becoming opinion makers and binders mobilizing the fragmented societies. In that context, its analysis as a means of social influence has founded a rich area of research that cannot be ignored. The article analyzes in detail the political role played by the mass media during the implementation of neoliberal reforms in Argentina. More precisely, it proposes to investigate the role of mass media and their «organic intellectuals» in the political legitimacy of the first government of Carlos Menem (1989-1995). <![CDATA[Los movimientos sociales bajo el gobierno de Lula Da Silva: entre la construcción del proyecto político y la institucionalización del diálogo político]]> http://www.scielo.org.ar/scielo.php?script=sci_arttext&pid=S1853-19702011000100005&lng=es&nrm=iso&tlng=es The purpose of the article is to analyze the links between the main Brazilian social movements under Lula Da Silva government. The importance of this issue lies in the depletion of neo-conservative policies and the uprising of South American governments which assume its duties with the aid of social movements. The main argument of the work stands that in the Brazilian case the current fragility of social movements cannot be explained by the colonization, cooptation or loss of autonomy linked to the governmental sphere, but by the transformations the Partido de los Trabajadores experimented, locating the Central Unica de los Trabajadores in a place between both poles. The passage from an organic link -in political project terms- to another that goes round specific elements has sealed the political horizon of Lula's government as well the movements'. <![CDATA[Metamorfosis y crisis de representación: Las estrategias electorales del PJ santafesino en las elecciones provinciales de 1999 y 2003]]> http://www.scielo.org.ar/scielo.php?script=sci_arttext&pid=S1853-19702011000100006&lng=es&nrm=iso&tlng=es This article analyses the mechanisms used by the Partido Justicialista of the Province of Santa Fe, Argentina, to remain in power in two particularly complicated electoral circumstances: the 1999 provincial elections, marked by the economic recession; and the 2003 provincial elections, within the framework of a representation crisis of all political parties.
