Abstract

In this study we analyze different forms of work of waste collectors in the Región Metropolitana de Buenos Aires to identify factors that contribute to promoting social-labor inclusion, in its different dimensions. To do this, we use a qualitative methodology, developing a comparative study of cases of municipalities in the region: Ciudad Autónoma de Buenos Aires, La Plata, Morón and Lomas de Zamora. Among the results, it stands out that integral waste management is a more appropriate model (environmentally and socially)than the traditional one. Within the framework of this model, participation in cooperatives generates greater inclusion in the economic dimension, labor rights, working conditions and social integration, in relation to self-employment, the most precarious form of work. This tends to be further strengthened if the cooperatives are nucleated in second-order organizations or operate with large waste generators. The linking of recuperators in organizations has also facilitated the entry into the public agenda of their demands. However, in various aspects, progress has yet to be made compared to other formal jobs.
