Abstract

Unlike what happened in other provincial jurisdictions of Argentina, in Cordoba the electric cooperativism was seen by the public authorities, since its emergence, as a viable alternative to the traditional capitalist exploitation of the electrical industry and to achieve the electrification of the provincial interior. The purpose of this paper is to analyze the attitude assumed by Cordoba´s government in relation to the first s electric cooperatives that emerged in 1930 in the province. Therefore, this analysis, centered exclusively in the Mediterranean province but framed in the national and international experience of electric cooperativism, covers a broad period of half a century, between the appearance of the first electric cooperatives -which coincides with the awakening of the interventionist State- and the moment in which, from the electrical point of view, Córdoba ceases to constitute an independent system and is incorporated into the national interconnected system; and emphasizes the function assigned to cooperatives by the first comprehensive electricity policy that this province had which was launched in 1958. This function consisted of complementing the action of the provincial government in the electricity sector and involved an active policy that promoted the creation of new cooperatives through legislation, the creation of the necessary electrical infrastructure and specific incentives such as financial support and technical, administrative and legal advice.
