Abstract

SAIDON, Mariana  and  VERRASTRO, España. Solid Urban Waste and new policies in the metropolitan territory of Buenos Aires: 2002-2015. Estudios Socioterritoriales [online]. 2017, vol.22. ISSN 1853-4392.

This article examines a process of institutional change in the municipal solid waste management in the territory of the Metropolitan Region of Buenos Aires, between 2002 and 2015. The public agenda has been incipiently moving to wards the recovery of materials and the integral waste management, through critical junctures, which required a slow learning process and re arrangement of the involved actors. While the new institutions face a high resistance of old alliances who hinder to an immediate radical change, the emergence of multiple actors on the scene -which promote a change of model and have legal tools-, generates an opening of the field of negotiation where the old actors are forced to generate agreements, to incorporate new strategies and to reconfigure their business models.
