Abstract

This article focuses on a period of government in which a series of special domestic and international factors came together. On the one hand, the domestic context is conditioned by the deepest socio-political and economic crisis of the democratic period. On the other hand, the international context is framed by the securitization of US foreign policy since the attacks on the Twin Towers in 2001. In this context, President Fernando de la Rua resigns, as a result of the announced collapse of the convertibility plan and deep social protest. To resolve the crisis, a multi-sectoral government of national unity was formed with a parliamentary dynamic, which gave rise to Eduardo Duhalde’s transitional mandate. This government designed an emergency foreign policy with multilateral characteristics that was strongly conditioned by the historical link with the International Monetary Fund. Eventually, the situation described above was reversed, and a new development model and its correlation in foreign policy emerged.
