The legal norm has as characteristics to be general and obli-gatory, and to be effective it must contain a sanction (in case of non-compliance). The present work analyzes a series of acts in which one could not sanction a behavior contrary to the norms, justifying in the protection of the protected thing, and also in what legal causes should not be sanctioned a behavior contrary to a norm.
