This work shows the characteristics of the research carried out to know the librarianship and sociodemographical context of Medellin city (Colombia). Thus, a model of education of information users program for the public and popular libraries of the city has been defined. It was developed in order to allow citizens to assume themselves as social individuals and to take active part in the construction of both the democracy and the city. Medellin's development plan as well as Medellin's public libraries plan are the frame of reference for the above-mentioned model. Likewise, the concepts of political culture theory and citizen education have been considered in order to put into context the subject of study, i.e., the education of information users for its application in a city like Medellin which, similarly to other Latin American cities, has economical, social, educational and cultural features that affect the individual and social development of the community and limit the civic participation.
