Between the 80.s and the 90's participation and decentralization were promoted, and so were changes at municipal level. In view of the new challenges of local development, it was assumed that the management units of municipal and/or provincial public administration were not entirely adequate, as they lacked the functional and financial flexibility needed, or that they were too bureaucratized and their organizational links were problematic for the decision-making process to be suitable for the fulfillment of their aims. The Municipality of Viedma has implemented Local Development policies such as the setting up of the Local Development Council and the Economic Development Agency, which were later transformed into the Agency for the Microregional Development of Viedma and Carmen de Patagones. It was created as a public welfare non-profit association, which through the joint and organized effort of institutions, companies and people has as its general aim the sustainable economic, social and environmental development of the Comarca, in order to improve the quality of life of its population. It is a new tool for economic dynamization and promotion, which may be a suitable response to increase the territorial capacities for development, based on public-private cooperation, associated management, local innovation and the consolidation of mutual trust networks.
