In the last decade, the evolution of financial resources allocated to higher education in Latin America accompanied the changes in the economy, in the demographics and educational variables. Given a determined level of public resources devoted to this level, some Latin American countries have incorporated new mechanisms to distribute these funds among higher education institutions and students. After examining investment in higher education in relation to GDP, this article analyzes the allocation mechanisms that governments have carried out to promote reforms in higher education. To allocate public funds to universities according to objective criteria, formulas were used according to input and output indicators. In order to align the objectives of the governments with those of the autonomous university institutions, program contracts were also used as a public policy instrument. Finally, in such countries as Chile and Colombia, the financial resources destined to higher education were distributed in a high proportion to the students in an effort to improve equity in access and graduation, while encouraging improvement in academic performance.
