This article analyzes the reasons for the preference of Argentine elites for the rehabilitation of 'deviant' urban children and young people in cottages in the early twentieth century. Local research has shown the influence of international proposals of confinement for adults in creating modern prisons but has not studied what was the Penitentiary aimed at children and young people and how it impacted among Argentine elites in creating reform schools. To address this issue we present, first, an overview of the models and the European and American experiences based on a literature review, stopping in the French case as the most recurrently evoked by Argentine specialists when planning local institutions. Second, we explore some Argentine speeches referring to reform schools by putting them in relation to the economic, cultural, political and military transformations that the country was going through, in order to demonstrate the particularities and complexities of transnational cultural circulation processes.
