The purpose of this paper is to reconsider the concept "sugar towns" from a local approach. Historiography has proporsed that population developments due to the influence of the sugar factories of Tucuman were arranged according to the will of the companies. The study of the town of Santa Ana, where the homonymous mill was built at the end of the 19th century, reveals the presence of a previous neighborhood structure that formed the town as a civic and commercial center. The workers lived in the housing complex built in the mill and carried out their civic duties and consumption in the village. Such practices limited the control of industry management. Following this line of reasoning, it is suggested that the villagers strengthened their autonomy in the territory by acting as town officials. From that role, they associated their interests with the Provincial State's claims to regulate the local sphere, an articulation that operated as a limit to control by the sugar factory.
