DONOSO-DIAZ, Sebastián; REYES ARAYA, Daniel; PINCHEIRA ESPINOZA, Gustavo y ARIAS ROJAS, Óscar. The Execution of the New Public School Education System in Chile 2018-2019: Dissonance between the letter and spirit of the reform. Propuesta educativa (Online) [online]. 2019, n.52, pp.41-56. ISSN 1995-7785.
The installation of the new Chilean Public Education system is a challenge of significance, given that it is a strategic policy that is being incorporated into a system that is in critical condition, and also when many countries are openly and covertly privatizing this sector. The Chilean experience is also relevant because its design responds to the previous government, more identified with the social rights model, while its implementation (as of 2018) must be carried out by the new Conservative Government clearly not inscribed in that model. This new public education system defines a central management unit (National Directorate of Public Education), and new subnational territorial entities that group several communes (Local Education Services). The installation process is gradual, however these first years are decisive for its future since 2021 will evaluate its progress, defining its eventual continuity. The results on the expenditure incurred account for a very important gap between the two years, making 2019 worse due to a sharp decline in spending and less management of its associated processes.
