The interaction between processes of contentious mobilization and the state's responses to its challenges constitutes a key factor of social change. State response to disruptive collective organizing and action can be studied in two inseparable analytic dimensions: the ways in which the state have acknowledged or rejected these movements and their actions, and the ways in which it has granted or denied their demands and interests. In Argentina, the rising cycle of demonstrations and collective action carried out by diverse social actors ("picketers", neighborhood assemblies, groups of swindled savers, companies reclaimed by their employees, etc.) was associated to a deep crisis of state rule and institutional political authority. Throughout the different administrations, economic junctures, and formats of social conflict, the government's economic policies, social programs, security policies vis-à-vis public protest, official discourses and political strategies to deal with social discontent, have shown changing patterns of acknowledgment and concessions (different types of institutional inclusion/exclusion, repression, persecution, compensations and palliative measures, selective concessions, orientation changes, and large reforms). This paper analyzes the varied forms of state response to collective action in Argentina. From the implementation, consolidation and crisis of the 1990s Neo-liberal reforms, to these last years attempts at state recovery, there is a process of re-legitimation of institutional political authority and changes in the directions of concession and compensation policies vis-à-vis mobilized sectors.
