The development of the industrial forestry activity in Argentina during the last forty years was based on the implantation of fast-growing timber species, essentially of the Pinus, Eucalyptus, Salix and Populus genera. In the Andean-Patagonian region, the health of Pinus plantations is essentially affected by the presence of the Sirex noctilio, which causes significant economic losses. The Chubut Forest Secretariate implemented a management strategy for this pest for more than ten years, but many of the relevant aspects for the health of afforestation remain unaddressed. This work proposed a reference framework for the strategic planning for forest health management (FHM) through a comprehensive approach of the sanitary problems to face them during the productive cycle. The methodological design considered a diagnostic characterization to define then the requirements that a modern and efficient FHM system should satisfy. A SWOT matrix preceded the identification and selection of the components offered by successful FHM in other countries. The results showed that it is necessary to generate mechanisms promoting greater articulation between disciplines, institutions, and jurisdictions. In technical aspects, it was proposed to recover and prioritize the Forest Health Division and obtain adequate knowledge on the biology and ecology of pest species. It was also stated that the organization must be provided with economic and financial resources, adequate infrastructure and equipment.
