In the ´70s there were profound technological changes that stress the economic conditions of the health system. Between 1980 and 1990 were momentous contributions to the organization of medicine. The pace of innovation and information complicated planning processes.Scientific findings and their applicability generated rapid increases in health care cost. Requiring high capital investment, personnel requirements, and in the laboratory, labor retraining and organizational changes. The process is observed in the laboratory is common to the entire health sector worldwide. Is has Developer an enormous wealth of scientific knowledge and technology and more complex diagnostic and treatment procedures increasingly specialized. The demand for health services by the population, accessibility and fairness in its use, the growing trend of aging populations, the emergence of new diseases, pressed on the costs of health care systems. This phenomenon found in different countries raised the need to analyze the effectiveness of health services which explains the contemporary relevant of the Health Technology Assessment.
