Abstract

A wide range of housing policies was launched during Kirchner's government (2003-2007), in order to mitigate the social "emergency" and reactivate the economy. While the housing policies were scarce and weak during the '90s, the 2001 crisis introduced a certain change in the situation. The aim of this article is to analyze a specific case. The urbanization of Villa Torres is promoted as an urban project of La Matanza City produced thanks to the initiative of "a group of neighbors" and financed by the combination of national, provincial and municipal resources. I will show how the 2001 "quilombo" (chaos) was built as an "opportunity", and consider the vicissitudes of that process. In more general terms, I will analyze the process of statalization of a neighborhood as a way of showing the State as construction.
