In order to carry out the analysis we applied a mixed methods research. We use a statistical study to study the common patterns of the measures implemented by South American countries: Argentina, Bolivia, Chile, Brazil, Uruguay, Paraguay, Peru, and Colombia. Then a qualitative reconstruction of the contexts of three countries in the region was carried out: Brazil, Argentina and Uruguay.
