Facing COVID-19 pandemic, national governments around the world have adopted different measures in order to reduce infections, deaths and the consequences on the economy. This article aims to analyze public policies of restriction and economic aid; the impact on population mobility; government visions to manage this health crisis South American countries. In order to carry out the analysis we applied a mixed methods research. We use a statistical study to study the common patterns of the measures implemented by South American countries: Argentina, Bolivia, Chile, Brazil, Uruguay, Paraguay, Peru, and Colombia. Then a qualitative reconstruction of the contexts of three countries in the region was carried out: Brazil, Argentina and Uruguay. The analysis shows that the measures required by the governments had significant impacts that were directly reflected in mobility and indirectly in terms of infections. We observed that public policies and the government visions given in its message to society matter in terms of increasing or decreasing new daily cases of COVID-19.
