This article seeks to contribute to an understanding of the complex relations between the State and young people during the period 2010-2015, in a context where the youth issue was the subject of particular treatment by the State and many social programs were created. This paper is placed within a line of research on public policies specifically oriented to young people, specifically those that seek to understand participatory policies. We start from the hypothesis that the connection of citizens (in this case, young people) with public policies favors the development of forms of political action and commitment that, in the context studied, are interpreted by the subjects themselves as militancy.

Precisely, the present work is interested in analyzing the relationship between particular modalities of involvement, participation and militancy that emerged in the experience of the Program "Florecen mil flores, pintamos miles escuelas" (“A thousand flowers bloom, we paint a thousand schools”) in Barracas (CABA), in its connection with the youth of the Movimiento Evita in the same neighborhood. From an ethnographic approach and recovering the actors' perspective, this work shows and analyzes the meanings and importance that a program of these characteristics - a participatory policy, linked to the territory and highlighting the role of the militant as an intermediary between the State and such territory - acquired for the young people who participated for the first time, forming part of peer groups that helped to renovate and paint schools.
