Abstract

Institutions for water management have serious difficulties in grasping reality because they are based on abstract and homogeneous assumptions, that slightly resemble the complex, conflicting and heterogeneous local issues which would be designed to improve. This entails a problematic gap between public policy and local reality. The paper discuss dominant institutional frameworks and analyse limitations and implications. From a critical review of literature on the subject, the article establishes baselines and dimensions of analysis -from a different perspective- contribution to the creation of an institutional regime that contributes to sustainable resource play water.
