In last decades, the idea of the solution to the social problems in the so called "under-developed countries" is betting to de-velopment and modernization projects, emula-ting models designed in self-proclaimed developed countries. The imposition of these models requires some kind of adjustments like restructuring and reorientation of educational systems, because it understands that the education is a fundamental part in the machinery of progress. In this way, the public policy has responded to the global designs by advancing reforms in educational systems responding to the demands of new world order. Circulate and set discourses such as quality education, innovation, competitiveness, technological im-provement, efficiency, development education, etc. However, it is discursive formations his-torically created within the story of de-velopmentalism and modernization, linked to the global designs of a market economy. This is the critical scene from which the present analysis is proposed.
