Since the recovery of democracy the problems related to admission, permanence and graduation of students became a topic of public policy agenda for the state management universities. The 1980s and the beginnings of the 21st century, mainly, were the moments in which govern-ments showed a greater concern to advance in the external democratization of university institutions. This period is characterized by policies aimed at encouraging the inclusion of students from broader social sectors of the population through institution building and the implementa-tion of special programs. In spite of these initia-tives, the three problems still persist, which are manifested in high dropout rates in the first years of the study. The purpose of the article is to make a general statement of the issues associat-ed with the successful transit of students by universities, an brief exposition of the evolution of enrollment in the period considered and the challenges still present in the framework of programs that have been destined to give answers to these problems.
