This article summarizes work Thesis in Educational Sciences. Analyzes the role assumed by the provincial government and national in the development of educational and social policies to address conflict and violence in schools over the period 1999-2007. In these years decentralizing tendencies of school conflicts placing students and families to take over the control and regulation of their own actions are promoted. Strategies ranging from state recentralization and search for renewal of family-school agreement, in order to include them in the educational task. Jointly constructing models of mediation and coexistence in line with the promotion and comprehensive protection of rights.
