Abstract

PEREZ ZORRILLA, Julia. Inclusion and change in secondary education: positions on educational policy within the Uruguayan. Espac. blanco, Ser. indagaciones [online]. 2018, vol.28, n.2, pp.33-48. ISSN 1515-9485.

This article analyses the different positions within the left-wing of the Uruguayan political spectrum regarding two core dimensions of the secondary education policy: inclusion and educational change. To that end we conducted 23 semi- structured interviews to experts, governmental authorities, union leaders and political activists. In the first dimension, we explore the degree of commitment of the interviewees with the universalization of the secondary school, established by the General Education Law of 2008. In the second dimension, we analyse their willingness to introduce meaningful changes in secondary schools. Finally, we generated an “educational inclusion” index and an “inclination to educational change” index. Along the paper we particularly explain how these indexes were generated.
