In this sense and from the governmentality studies, main emphasis is placed on how these relationships would express government strategies at a distance where the State transfers to the communities, the responsibility to guarantee the right to education through the Public Management Schools Social (EPGS). With a qualitative approach, the study has focused on in-depth interviews with EPGS actors and the documentary analysis of legal texts and newspaper articles.
