The purpose of this article is to describe the tensions and controversies that develop in the province of Chaco (Argentina) regarding the development of cooperative and social educational management, mainly since the last cycle of educational reforms. In this sense and from the governmentality studies, main emphasis is placed on how these relationships would express government strategies at a distance where the State transfers to the communities, the responsibility to guarantee the right to education through the Public Management Schools Social (EPGS). With a qualitative approach, the study has focused on in-depth interviews with EPGS actors and the documentary analysis of legal texts and newspaper articles.
