The paper makes a comparative analysis of the speech, which examines the changes and continuities in the perspective of the key political national agents (businessman, unionists, political leader, from the media, ecclesiastics, economists and from the international establishment), link to the pro-market reforms and adjustments during the period between 1988 and 1993. In this framework, taking the mass media as a place of public staging of hegemony, it investigates the discursive constructions in the stage that immediately precedes the emergence of Menem´s hegemony and during their sedimentation and consolidation phase.
