This work analyses the intents of organizing the structure of the provincial power by the local government and the insertion of the Province into the so-call Confederation Argentina first, and into the liberal nation later. The hypothesis is that the governing elite, although it took the first steps to conform a proto-State, found it difficult to strengthen its role of structuring and organizing the whole provincial space. It based its work on the consolidation of a power group that used coercion and centralization of power to solve the conflicts. The Taboada started controlling succession mechanisms, to make sure their continuity in the control and the regulation of the elections. They also undertook the first steps towards a constitutional order, to the generation of resources- through taxes- to the design of the first budgets and the consolidation of paid militias that gave them the military support necessary to keep power.
