From the Conquest of America, the Spanish Monarchy faced the problem of the extension and, consequently, the challenge of the government of the dispersed population. In this framework highlights the implementation of a minor justice: the "alcalde de la santa hermandad". This rural judge appeared at Santa Fe y Buenos Aires in the early seventeenth century. In the following century, its role of coordinator between urban and rural populations is consolidated. This paper summarizes research to show what was the role that the office holders allowed to play in the political process equipment planning. Based on the city of Santa Fe (Río de la Plata), arise references to other jurisdictions that in the early nineteenth century composed the Viceroyalty of Río de la Plata.
