At the time of the Cortes de Cádiz, reflection on popular issues gained a fundamental importance both at debates in the Cadiz Congress and in the press political speeches as well as in the public roles in the Viceroyalty of Peru. In this sense, this research analyses three core topics in these documentary sources: political representation of Spaniards and Americans in the courts, the castes citizenship and the abolition of the indigenous tribute. The basic premise of labour shows that members gathered in Cádiz and the groups of power in Peru defended a clear political discourse of exclusive character on the popular groups with the aim of avoiding any attempt of political subversion and popular revolution.
