The objective of this study is to analyze the discussions that takes part in San Miguel’s Cabildo because of the elections to lieutenant in the year of 1654. The problematic is going to be raised from two different dimensions wich are tightly and indissoluble united. The social aspect: Where we raise who are the characters facing each other and what are their interests, and a politic aspect: From where we will be able to know a little more about the importance and the characteristics of the position of lieutenant, and the contionous problems that this election causes. Finally, we can observe how the confrontations between hispanics and crioles becomes evident in the Cabildo in a moment of relative calm but great economic needs. This group manages the power using solidarity, competition and the exchange of favours. For example the use of indians from their entrusts, and their political and religious power. Above all this new events happening in the valley, wich involves a shared problem, this mens are going to become allies exerciting different charges in the Cabildo.
