Abstract

CANEDO, Mariana. The "Restablishment" of the Topographic Department of Buenos Aires: Policy and Management of a Consensus Project (1852-1857). Andes [online]. 2014, vol.25, n.2, pp.00-00. ISSN 1668-8090.

This paper discusses the scope of the so-called "restablishment" of the Topographic Department of Buenos Aires between 1852-1857, considering the political supports and the dynamics of public management that were developed for this purpose, in a context characterized by armed clashes and political tensions, and that had the rights of land ownership as an outstanding and controversial issue without resolution. Although the project had political consensus and financial support from the Governments of the Province and then, from the State of Buenos Aires, the institutional reestablishment encountered difficulties in its formation and the support of a staff of trained land surveyors, employed by the Department. The subject goes beyond the Topographic Department and allows to knowing and explain the institutional possibilities and limitations of the functions of a State in formation.
