Abstract

The existing contradiction in Argentina, among the democratization process of the political regime and the state reform process, politically excluding, presents us a political and social field increasingly fragmented. The increase makes the conflicts and demands more complex, especially in those cities of the interior of the country that continue concentrating population, in absent of development to the needs that imposes the accelerate urbanization. The common residence and the lack of infrastructure, produce new forms of association oriented to demand collective solutions. Beyond cultural, political and ideological differences, the diverse economics possibilities and the fragmentation of the local social field, the neighbors of the ''barrios'' tend to joint around the present common problems. In the last years, we find that the organization and struggle of the poors has been limited to recovery for better urban services. We suggest that these movements, that they do not find the forms of expression through political system, drive a set of partial problems witch manifest the constitution of a specific political culture in the conjuncture.
