Abstract

El Moreno is a rural community localized at Tumbaya department, in the Puna jujeña, in which it can be analized the unequal conditions of access to an electrical service of hight qualitie. Thecnical and economical limitations are not enough to explain this situation. There are social and historical reasons that also must be taken into account. In this article we provide a scheme of aproach that permits articulate the several issues should be considered to analize the electrical supply in rural areas without conection to the national electrical market. The intention is to show that public policies of electrical supply are only concerned into domestical needs, and, consequentily, potential productive uses and the posibilities of promote local development are neglected.
