The work seeks to evidence some aspects of the derived educational problem of the normative question. We begin the boarding from the ethics and, in this sense Sánchez paradoxically expressed Viamonte: "... the constitutional principles are, above all, ethical contours, inside which the life of the right should be channeled, practically differed to the government's ordinary powers, especially to the legislative that dictates the regulation law..."
