The idea to work in the construction of binational educational itineraries (IEB, as geographical, pedagogical as well as the politico - judiciary agreement) formed part of our Final Work - a Thesis to obtain our degree in Educational Institution Management; considering educational issues in border zones, it being the brain child of the debate between governmental and non-governmental organisms. Our objectives were: · To contribute basic criteria to construction of binational educational itineraries in border zones. · To decide to have as a strategy for a discussion as well as an agreement of the issues that affect border zone management from the region. · To work on a project that might enable the construction of binational educational itineraries of adult literary campaigns between Argentina and Bolivia, along the Jujuy-Potosi route. To carry out this project we have worked with topics related to the migrant population in border zones such as management from the Region and the subsequent lack of access to their territory, intercultural identity and adult education issues. Binational Educational Itineraries seem to be a valid space for the exchange, integration and cooperation between both countries; however, the literacy campaign itinerary, strongly linked to processes of exclusion and absence of polices that may favour the integral development in some Argentine and Bolivian zones show that there is still a right that has neither been considered nor sufficiently guaranteed: The right NOT TO MIGRATE.
