The possibilities for professional advancement of those who completed work training courses depends, on the achieved qualification and the abilities, managerial and social competencies, level of preparation for continuing education and their skills to adapt learning to a changing society. Educational formation becomes ever more important when considering that many youngsters in this society are unemployment or in low income activities that fail to contribute significantly to their learning and development of new skills and competencies. Therefore, it is important to discover the significance it is given to the completion of a training program or to the obtaining of a certificate given by those who completed an educational program (pre or post graduate alike). Even labor competencies and training become more significant. We can list the above mentioned competencies and training as know-how, which relates to carrying out work related tasks, know-know, which have to do with cross functional competencies such as reading, writing, arithmetic, oral and written expression, social skills, and concepts and methodologies specific to a certain specialty or trade, and finally know-learn, which will provide subjects with a competitive advantage when facing personal and social challenges. When this group of competencies are not developed or are not properly valued, opportunities for work advancement and social insertion are significantly limited. To understand the make up of the educational institutions as far as educators and students is concerned, will allow many citizens to overcome their inability to progress professionally, and thus, improving their social situation knowing that training is the need that will more and more define their access and permanence in the labor market.
