Abstract

The current national systems of science technology tend to boost research regionalization tied to development and look for commitment of all social, economic and institutional sectors of the region. Strategies have a legal form of different kinds of mixed to subsidize research connected with regional issues. These agreements can have two, three or more parts. One of these is always the research team. The others can be state institutions, banks and other financial entities, production firms of goods an/or services, national or international non-governmental organizations, trade unions, production-consumption cooperatives, communities or social groups. All of them are interested in the research to be done and support it, basically with two strategies or the mixing together of both of them, 1) paying its total or partial cost. 2) Buying the research product with the pledge to develop it. Each university must approach the two fundamental aspects of the issue: 1) Outline its institutional research, 2) generate the most adequate projects, which should optimize the service it can offer, with the possibility to finance totally or partially certain research piece. In this work we present an institutional project of the Rosario City Roger Bacon School of chemistry and Engineering & Institutional Research Department, which has looked for articulating three areas a) the school profile, presented to Rosario community preoccupied with environmental issues; b) the region necessities, specially the one in Rosario city, whose authorities permanently ask for technical services of our school, c) the articulation with the economical sector in a production crisis, as well as an economic depression, which determines, scarce financial in small and medium-sized enterprises enable to assume high cost of technological research they for a better production.
