This paper studies, in the argentine steel industry history, the paper of the National Steel Industry Plan since its foundation in 1947 till 1976.             We are interested to know the historical context for understanding the strategical value of Altos Hornos Zapla, the first integrated factory stablished in Palpalá, Jujuy in 1944.
