This work deals with comunal identity construcción of the Buenos Aires neighbors, by means of the actions and discourses that they displayed in the process of citizen participation. The empirical analysis is based on participant observation of the actions of the residents of the Comunne 13 in a public deliberative spaces: the Advisory Ccouncil of the Commune 13. The dispute in relation to the sense of citizen participation, the demand for base broadening local participation, the responsibility assumed in the transition to the communal government, the positive values assigned ​​to the installation of communal government, the activism in order to obtain the operation of the commune and the actions to avoid political fragmentation of the political citizen space are the main dimensions by which the neighbors build their communal identity that distinguishes them from other political agents with whom they interact
