The paper firstly analyzes the process of federalization of the educational system, which produced changes on teacher labor structure, while weakened at national level, the capacity for action of teacher unionism (CTERA). Secondly, the article reports on the situation of the provinces when   receiving educational services. We will show how the political and financial crisis of the government will increase the protest cases. In the conclusion, we discuss the nationalization and politicization of educational issue, as reverse of the fragmentation model of the political and administrative responsibilities
