Abstract

NOGUEIRA, María Luciana. Public policies for the conservation of employment in Argentina between 2002 and 2013. Analysis of the Productive Recovery Program (REPRO) and the Self-Managed Work Program (PTA. Cuad. Fac. Humanid. Cienc. Soc., Univ. Nac. Jujuy [online]. 2020, n.58, pp.209-243. ISSN 1668-8104.

This paper consists of an analytical and interpretative description of two programs selected from the set of public policies for the conservation of employment implemented in Argentina between 2002 and 2013: The Productive Recovery Program (REPRO), for companies in crisis, and the Self-Managed Work Program (PTA), destined to work cooperatives. For its approach we use information from a variety of sources to perform a critical multi-causal analysis that included the context of design and implementation of such policies. As a result, we conclude that the use of a pragmatic and short-term logic did not contribute to the generation of a change in the employment situation, since the initial critical scenarios persisted. Likewise, discrepancies are observed regarding the objectives of these policies and their concrete possibilities in the prevailing social and political system
