Every day, a growing number of substate actors consider the international stage as a place to manage their affairs. However, researches about the strategies or modalities used by these actors to project themselves externally are scarce; therefore, it is hard to understand this behavior. The aim of this paper is to contribute to the study of the substate modalities of international relations, emphasizing a specific strategy undertook by the Argentine provinces: the “mixed profile”.
