Abstract

Irregular occupation of land in urban areas constitutes one of the extreme ways by which low income sectors find a solution for their housing needs in contexts that are highly conditioned by the land market and by deficient and non-inclusive public policies. These land encroachments are typically take place in residual and remnant vacant lots that lack basic conditions of habitability. Based on the analysis of a relocation program that involved negotiations between government officials and occupants, the paper focuses on different definitions of risk: environmental, social, and land tenure instability. We will explore how these concepts underlie the construction of the subjects of public policies, their role in building the neighborhood population's collective identity, and how they interact (Hacking, 2001) with the different intervening actors, assuming ambivalent and contradictory meanings through the negotiation process.
