Abstract

The political and ideological leaning that was imposed from central power during the 90's conditioned the autonomy of politicians belonging to Justicialist Party in Jujuy, group that permanently leaded the provincial destiny since 1983. Not even the concrete menace of social mobilization was an effective counterbalance capable to motivate leaders to find alternative tracks to break the circle that made the province go round unpopular social-economic policy, rise in social disputes, financial crisis and institutional instability. At crossing of the constraints of context over practices and pronouncements into local Parliament, on the one hand, and strategic necessities of partisan competition, on the other hand, there is a ground to analyse the process of transformation that experienced provincial Peronism in recent times, after go through "Menemist decade" and until the arrival of Néstor Kirchner at the presidency of Nation
