This paper analyzes the Argentine state action, with special emphasis on the Province of Salta, and Chilean face of changing labor markets, their immediate socio-economic consequences,including increased unemployment, job insecurity and exclusion, in the context of the restructuring of state that are produced from the 70's in this part of the continent. The stage to consider focuses on the period coinciding with the intensification of social factors and implementation of adjustment politics aimed at shrinking the state. In this framework, States look for to eliminate the fiscal deficit by cutting spending in almost all respects, the most important because of its magnitude the expenditures referred to staff. In the particular case of the Province of Salta, access to the government of Juan Carlos Romero deepened adjustment politics initiated by his predecessor, Roberto Augusto Ulloa, the Partido Renovador de Salta of former ally of Menem and de facto ruler during the last dictatorship. As a model of Pinochet´s Chile, align the Washington consensus politics that were applied strictly in Salta. The aim of this work is to demonstrate, firstly, a direct relationship between rising unemployment and the stage of reform of the States and, on the other, the impact of its employment policies, particularly the implementation of programs employment in regard to reducing unemployment.
