The work that is going to be developed is fundamentally centered on the coexistence of the public control models in the province, included in the municipal control system, in the political and ideological times, where the provincial public control has passed since 1980, showing how control as an institution of the republic was adapted to the models of adults. Be part of showing the evolution of provincial public control, the organs that were shaping and projecting the current model of control of the province that does not have from the formal point of view a correlate with the financial administration that follows a model that the nation has exceeded for all financial activity and control of it. This process is nourished by laws that were consistent with those times, not in its entirety because the provincial financial administration did not follow the same path, on the contrary, it remains under the framework of Law 705/72. This process of transformation of control has had its base in the reform of the constitution of 1986, later reformed, particularly referred to the external control of the Public Treasury. In the work, two aspects of the financial activity will be checked, on the one hand, the financial administration itself and the evolution of control, based on the aforementioned aspects, considering Law 705/72 as the source of information, the Constitution of the Province of Salta 1986 reformed in 1998 and the law 7103 of the year 2000, which is accompanied by some testimonies that served as background both before and after the year 2000. This process of mutation that shows public control in the province had an antecedent of importance and relevance as it was the Office of Audit of the Government. The purpose of the presentation is to show the relevant aspects of the regulatory framework that serves as a scaffolding between the State and society with respect to financial activity, its control, responsibility and ethics, whose basic sources are normative.
