International cooperation strategies have been based mainly on development theories that conceive knowledge as the main factor for economic and social development. This paper evaluates the reaches and limitations of these theories. It is also analyzed the implications of the approaches made by international organisms and cooperation agencies working in the field of scientific and technology cooperation.
