This article presents the changes that are necessary in the learning modalities for a successful social appropriation of information and communication technologies (ICT). In this sense, the author analyses the strategic importance of education for the development of an inclusive information society. The article also exposes the action steps proposed by the World Summit on the Information Society, organized by the UN, to prevent and alleviate social inequalities produced by the global spread of these technologies. Finally, the author examines the linguistic problems around the ICT system and exposes the dangers and benefits of the emergence of a new evolutive stage in languages development.
