Resumen

THOMASZ, Ana Gretel. Under The Carpet Of The Southern Barrios: Right To The City Or New Forms Of Hygienism?. Intersecciones antropol. [online]. 2010, vol.11, n.1, pp.15-27. ISSN 1850-373X.

In this article, the process of change that occurred in a particular urban space in Buenos Aires City (Parque Patricios Sur) in connection with the arrival and establishment of various groups of homeless people is described. Taking as a general context the primacy of a new urban planning model in Buenos Aires, we argue that this space has been categorized by the public power as a residual urban space to be populated by superfluous or "residual" human beings. The implications of the new urban model in terms of the "right to the city" of different social sectors is discussed. From another perspective, this article represents an effort to illuminate a forgotten and depressed area of Buenos Aires City, the counterpart of the urban spaces renovated and beautified through interventions inspired by the new planning model. This area has rarely been studied in the social sciences, which has traditionally focused on the analysis of the "classical" spaces of poverty, such as housing complexes, slums, and popular settlements.

Palabras clave : Urban planning; Homeless population; Residual urban space; Public power; City right.
