This paper contrasts statistical information on juvenile delinquency produced by one of the most important state agencies on young offenders, the juvenile courts from the city of Rosario, with the construction of delinquency in two local newspapers during the period 1999-2008. In addition, state concern about the issue is explored through the discourse of the responsible government agents, reflected in the press, and in interviews with members of the judiciary in Santa Fe province. The media construction of juvenile delinquency is addressed, as well as the problems of "insecurity" and "crime waves" that appearing recurrently and are analyzed historically.
